The Yellow River Water Resources Bulletin has been published for 10 years, and it was highly evaluated by the provinces in the Basin. Compared with the national, provincial and other river basin’s water resources bulletin, the Yellow River one has two specialties on the aspect of water utilization as: 1) established the basic concept of “Catchment Water Consumed Volume” targeted at river basin management. This concept means restored water volume outside the river channel, thus it could be called “non-returned water volume” of the river channel. 2) Water consumption volume mainly in the lower Yellow River relative to the River Channel, and the revision of provincial water use.
