In this paper, the driving factors of regional water resources utilization are classified as the water-use quota, industrial structure, economic development level and population size, according to the attributes of relationship between water resources utilization and industrial structure. And it is recognized that various factors have different effects on regional water resource utilization. The evaluation model on driving factors effects analysis of regional water resources utilization is proposed based on the logarithmic mean Divisia index (LMDI) method, which is the factor decomposition model without residuals. By application of the model into driving factors analysis of Yancheng City, which is a typical region in Jiangsu Coastal District, principal policy for the three industries development of Yancheng are obtained, that is to strengthen the primary industry, adjust the secondary industry, and speed up the development of the tertiary industry, and make the tertiary industry gradually become the leading industry of the national economy. Meanwhile, Yancheng should vigorously develop water-saving industries and reduce the water consumption of per unit yield, for transforming the growth of traditional extensive natural resources consumption to the growth of intensive natural resources utilization.
