Recently safety evaluation on culverts have adopted mainly the conventional experienced methods of which the evaluation index was in qualitative analysis and the weight of the index was measured irrationally. Culverts were always working in a very complicated environment, and its safety condition was influenced by many factors. And some of these factors are fuzzy and uncertain. Base on the idea of matter element, research object, evaluation index and normalized value were integrated into one part, and a hierarchy, multi-index and informative matter element system was further set up. At the same time, the game theory was applied to determine the mixed index weight by combining AHP theory and entropy weight method. Based on the fuzzy mathematics and extension theory ,the fuzzy extension model of large culvert safety assessment was established eventually. A certain corss-levee box culvert in Huai He Basin was evaluated with this model in this paper. Results show that the model is adapting to the real situation. The model proposed in this paper can be used to describe the safety condition of culverts dynamically and quantitatively. At the same time, it is also applied in the assessment of other hydraulic structures.
