The water supply and water demand of the Yellow River Basin is in sharp contradiction. The groundwater in the section Hekouzhen-Tongguan is one of the most over-developed area of the Yellow River Basin. Based on the investigation of the groundwater utilization volume of this section in different periods, this paper analyzed the variation of the groundwater utilization, and compared the groundwater consumption in different periods with the shallow groundwater evaporation volume of the plain/basin area. And finally evaluated the influence of groundwater utilization to the river runoff of the Hekouzhen-Tongguan Section. The results indicate that: in the Hekouzhen-Tongguan Section, compared with the first half of 1980s, the groundwater utilization volume is increased by 1.791 billion m3, the groundwater consumption volume is increased by 1.517 billion m3, while the shallow groundwater evaporation volume is decreased by 0.175 billion m3. Thus the river runoff is reduced about 1.341 billion m3 due to the influence of groundwater utilization.
