Ir. Bart Parmet holds a degree in Hydrology from the University of Wageningen. He started his career in 1990 with the Ministry of Transport, Public Works and Water, Institute of Inland Watermanagement Management as project leader in charge of research projects on effects of climate change for water management in the Netherlands. After working as programme leader river hydrology, he was appointed Head of the department Monitoring, Institute of Inland Watermanagement, Ministry of Transport, Public Works and Water Management in 1999. He was Head of the department Flood Defense, Road and Hydraulic Division for the Ministry of Transport, Public Works and Water Management from 2001 till 2004, after which he became Head of policy department Flood defense at the Directorate General. In 2007 he joined as Secretary the State Committee on Flood Safety of the Netherlands (second Delta Committee). Since then, Mr. Bart Parmet has been involved in the Delta Programme and was appointed director of the support team of the Delta Commissioner.

The Delta Programme is a national programme and involves collaboration between the national government, provincial authorities, municipal authorities and water boards. Civil society organisations also have a say in the programme. The object of the Delta Programme is to protect the Netherlands and its future generations from high water and ensure a sufficient supply of freshwater. The Delta Programme aims to bring the parties involved (administrative bodies, companies and civil society organisations) together horizontally (within Central Government) and vertically (between the various tiers of government) on the national objectives based on law, in order to bolster a decisive approach.
